Absolutely not, cannot imagine anything worse. Ban laptops too. A flight is about the only bit of quiet left. Ban phones on all public transport.

I was once driving across the Humber bridge with some businessmen in the car. They all got their mobiles out to phone their wifes to say, "I'm being driven over the Humber bridge!" Instead of saying 'darling' they should have said 'mummy', but then they were ex-public school !

You can already take mobile phones on a plane, you just can't have it switched on during the flight.
The security issue that you speak of has been there for as long as mobile phones have been around.
