Sepp Blatter is confident that the number of foreign players in a club side can be reduced to seven in time for the 2010-11 season.
The Fifa president pointed to the Premier League's dominance in this season's Champions League as a reason why his organisation must implement the idea, despite legal concerns from the EU and Uefa president Michel Platini.
Stressing that Fifa would proceed "within the limits of the law", Blatter said: "It is to make sure that there is better balance in the competitions and not only three or four teams in a league of 18 or 20 are fighting to be the champion and all the others are just there to not be relegated."

Its not english teams dominating Europe so much as foreign players, playing for what once were, British football clubs.
Its ok for the EU to say we have freedom of movement,but how about restriction of trade for British players. There should be no more than five foreign players in a team on the field at any one time.
Football, like the country has lost its soul,because we cannot relate now, to how it was a few years ago. When watching the international side play nowadays, not many care if they win or lose, the passion from the supporters is not there anymore, not talking about kids,but people watching in pubs and clubs, if they lose, their a load of crap, if they win its"lucky so and so's.
Theres no patriotism any more.

whist i agree with idea in principal i do wonder whether Sepp Blatter would be suggesting this idea if English teams were not dominating Europe?
if we want to make English football great again we have got to start bringing home grown players to the fore, the team we are using at the moment AND THIS AINT gonna be popular are not good enough and never will be we have got to face it. They beat a team that Accrington Stanley could beat and suddenly we are world cup contenders (the TV pundits think if we score a goal we will be holding the w/c up high)face it at the moment we ARE NOT.
I agree with the proposal for quotas BUT... I can't see it being implemented in the uk because of 1. Euro labour laws render it illegal and 2. The situation regards foreign players is now out of all reasonable proportion.
