What do you think about convicted criminals winning lottery money?

Habitual petty criminal Michael Carroll was one of the most famous convicts to win millions on the lottery. Do you think there should be some screening of lotto winners? Should criminals be made to give some of their winnings to victims of their crimes? Or is a winner a winner, regardless of their lifestyle?

    God since when did being a criminal become a fashion statement?
    This country is so screwed up at times.

    I think everyone has a right to play in the lottery,i personally dont but whether you have/had a life of crime shouldnt matter,thats discrimination,its a free country is it not?
