Habitual petty criminal Michael Carroll was one of the most famous convicts to win millions on the lottery. Do you think there should be some screening of lotto winners? Should criminals be made to give some of their winnings to victims of their crimes? Or is a winner a winner, regardless of their lifestyle?

It would be unfair discrimination to not allow everyone 16 and over to play. If we have to start screening lotto players or winners, we might as well screen other rich people too! There must be a high percentage of rich people out there who gained their money by corrupt and dishonest means.
What we need to do is drastically improve our Justice System, which is outdated, immoral and designed to protect the criminals. That way a lot more crimes and offences would probably not occur - hence! - less victims.
We need to follow America's example and have much harsher punishments in this country. Maybe instead of putting offenders in prison over here, we should just pay the USA to have them over there – it would probably be cheaper and much more effective! (Look at their sentences' and prison's!)
P.S I really don't understand people who play the lotto and win and then can't or don't enjoy new found luxuries and enjoyment. They are the sort of people who shouldn't play.... but 'Hay'....it puts more money in the pot for winners who do want to have fun!
N.B : (Fun & enjoyment 'ALSO' means: giving to family, friends and charity and having more time to help with worthwhile causes).
If not mistaken, he was a working dustman so payed his taxes at time of win, far more people make no contribution to this country, just put in false claims for benefits and spunge off the working classes. Do believe he should have to contribute to his criminal expenses thou, but so should all winners. As to his winnings who really cares. I don't sounds like jealousy to me.
Ya pays your money, ya takes ya chance. Do any of the winners think about who has contributed to their winnings? I think not. But, If they're complete muppets, & decide to be a pain in the backside of society then yes they should loose it.
In any case it makes all the difference what they were convicted for. Petty nuisances are prosecuted far more than vast financial swindles that make the likes of him pale in comparison.
Just because someone commited a punishable offence once doesn't mean they will do the same thing again just like past sucess on the stockmarket is no indication of future performance.
Doesn't all this just make a mockery of people's ideas, the very mention of it? I think so.
