   Its bad enough that they rob people left right and centre just to feed their habits, it'll get a lot worse if they're stealing more just to feed themselves as well. So crime figures will reach an all time high within a couple of months, because the Home Secretary thinks its a good idea. What all addicts need is being imprisoned in a High Security Prison where they can't get any drugs, and all visitors must strip off their street clothes and wear an all in one coverall for visits which hopefully will stop the drugs coming in, and when they start going on about their human rights just remind them that its their fault in the first place, as they infringed the victims human rights first.
