What's the best way to discipline children? Does the naughty step work for you? Do you just tell them why their behaviour is wrong? Or is taking way priviledges the best method?

I have a military background and I am really tired and fed up with my kids thinking they can do what they want. I have tried most things but I am truely out of ideas( Talking does nothing they dont listen, they do what they want I take away priveleges that does nothing. I kick their bums they call the police, i yell the neighbours call the police. Does anyone have any ideas. Children need discipline from the moment they can sit up in a chair and eat with you. If you allow them to do as they like then they will grow up that way. You dont need to smack them to acheive this. Most parents do not have the time or make time for their kids now and its going to get worse in this economic climate cos mums have to work now and are tired when they get home. Why not subsidise the working Mum so that she can work in term time only. Also why not teach childcare and homemaking at school to all children (boys and girls) because the art has been lost
What they learn in one environment may not be suitable in another one.
Everyone knows or knew the 4 year old who swore like a pirate but didn't understand what he was saying.
Husband kicks the wife wife kicks the kid kid kicks the cat and when he goes to school the other kids too.
Then he finds out he's a menace because not everyone thinks the same way.
Different people find different behaviour offensive but when one takes offence the dispute is rarely if ever settled!
