This district on the edge of the South Downs boasts an unspoilt cathedral city, fine weather, rich history and an admirable dedication to the arts.

Last year's number one, Winchester lost the top slot due to high carbon emission rate and a lax attitude to the Highway Code, resulting in a high road-death toll.
