   It may be possible, but not as most of would think. If such a device existed and was turned on today, people in the future could only use the device to travel back in time to the point when said device was originally started. It would be useless to anyone in our time line as they could not travel to a time before the device was turned on. Theoretically, if the device worked, you would be able to recieve messages from the future the moment it was started. Time only travels in one direction. Incidentally, all this is rather inconsequential, as no such device actually exists. The Laws of Physics are true, the idea is science fiction.
